He graduated from the Ateneo de Manila University School of Law with second honors in 1971.

He was a bar topnotcher and was admitted to the Philippine Bar in 1972.

He completed his masters in law at Harvard Law School in 1973 and also completed the International Tax Program at Harvard in 1974.

He had been state Bar Examiner in Taxation Law.
